Microsoft Windows 10 (64-bit)

When I am writing with the Wacom Bamboo Ink stylus, it seemingly randomly cuts in and out. For example, if I'm drawing a line, it will start fine but intermittently it will simply stop drawing so that it ends up looking like I draw a bunch of very short lines. In the image below, the yellow squiggle is what I am trying to draw. I traced that squiggle with the pen (without lifting it), and the black marks are what it drew.

I mostly use OneNote for writing, but this issue occurs in other programs as well such as Microsoft Whiteboard. Also, I am able to draw without any issues with my fingers. I have tried uninstalling drivers for the pen and touch screen in Device Manager. I've also run several component tests in HP PC Hardware Diagnostics UEFI and several other suggested solutions, none of which have fixed the issue. Any suggestions are greatly appreciated.
