When I put my computer to sleep it wont turn back on unless I force reset

Product: HP ENVY X360 - 15t-Aq200 CTO
Operating System: Microsoft Windows 10 (64-bit)

I have two problems:

 

Problem 1: When I go to put my computer into sleep mode it either correctly goes into sleep mode or the internal display and external monitor will shut off, but the computer itself and all my accessories (keyboard, mouse, mouse dock) plugged into the USB ports stay switched on. The only way to get the display on again is to force reset using the power button. 

 

Problem 2: On the rare occurrence my computer actually enters sleep mode when I turn it on the computer and all my accessories plugged into the USB ports will turn on, but the internal display and external monitor stay blank. The only way to get the display to turn back on is by doing a force reset using the power button

 

Fixes I've tried: So far I have updated Windows to the most recent version, updated bios, and all my drivers are updated.

This has been happening since I got the laptop in 2018
