You mean the Window that each application opens is very small?
If so, grab the corner of the Window and resize it.

I have no idea what "toolbar" you are talking about, so I can provide no assistance on that.
If the problem is specifically with Chrome, then it is a Browser issue and with the Browsers I use, when your cursor is positioned in the client area, you press Ctlr and scroll the mouse, and it increases the size of the text in the window.
You can also go into settings look for font sizes and enlarge them.
