Operating System: Microsoft Windows 11

am trying to have a double monitor with my laptop and i currently have a an Accer monitor and have the cable adapter and it wont allow me to connect the monitor to my laptop.

What does "won't allow me to connect" mean?  Does the monitor video cable plug not fit a jack on the laptop?
