I can't turn off my computer its a laptop envy x360 I can't get into any programs it updated and everything at the bottom dispeared.

It sounds like your Taskbar disappeared.

When this happened to me, I was able to recover the Taskbar by fussing with the Taskbar setup.

 

Windows 11

 

Right-Click on a clear area of your screen

Select Personalize

In Settings > Personalization

On the right side of the menu, scroll down and Select "Taskbar"

In Personalization > Taskbar

Scroll down and Select "Taskbar behaviors"

Next,

If checked, UNCHECK "Automatically hide the taskbar"

(Un)Select > wait a second > (Re)Select "Show badges (unread messages counter) on taskbar apps"

(Un)Select > wait a second > (Re)Select "Show my taskbar on all displays"

 

What else?

It is possible the Taskbar is stuck in "Disappear" mode without actually being "gone".  I know, sounds lame.

Right-Click where you expect the Taskbar to be located - if you see the little Taskbar Settings icon , click on it.

If the Settings opens, Check / Set your Taskbar settings.

 

If all else fails,

Press the Power Button for ten seconds or more to force the computer to crash / shut down.

This action is not (of course) recommended as a regular way to shut off the computer - it won't hurt a healthy system.

Wait a few seconds and then Press / Release the Power Button to reboot your computer.
