Does the new HP Spectre 360  Model:13-AW0023DX have 4g LTE. If so, how do I enable it?

No, it does not have WWAN option therefore no LTE. The series has one optional option for WWAN

 

Integrated wireless wide area network (WWAN) option (optional): Intel XMM™ 7560 LTE-Advanced Pro (Cat16) WWAN module with 4 antennas  part # L40752-005

 

Please read page 38 of the following manual before go out to buy WWAN module
