Your machine is a CTO machine, we do not have its specs. As you are saying it has Ralink rt5390 which is Ralink 5390GN 802.11b/g/n 1×1 WiFi Adapter part # 630703-001. It does NOT have Bluetooth.
Your machine is too old due to the whitelist you can only change wifi card on the list. You can use (note CPU on your machine)
Option: you can use Bluetooth dongle

There are many brands and models around, cheaper too.
