I can't locate Bluetooth under device manager, even when opening hidden devices.
Using "Turn on Bluetooth" in search box returns the message "Bluetooth setting could not be changed"

Yes, the info you provided is enough to determine if your notebook comes with built in bluetooth, which it does not.
Below is the link to the product specs page for your notebook.

If it came with built in bluetooth, that feature would have been listed along with the 802.11b/g/n WLAN wireless connectivity specification.
Bluetooth networking in your model is dependent on the model wifi card installed.
The parts list for your notebook indicates it comes with a Realtek 8188GN PCIe Half MiniCard (HMC) WiFi adapter - 802.11b/g/n 1x1, which is definitely not a combination wifi/bluetooth adapter.
Back when your notebook was made, probably only half of the consumer notebook models had bluetooth.

Your Pavilion g7 may not have builtin Bluetooth at all. What is it ? Please use the following instructions to find out the model/product of your machine:
