Hi:
That device is not your Bluetooth adapter.
I don't even see a Bluetooth device manager category.
Did you just upgrade your notebook to W10?
If so, the Bluetooth must have been turned off with the HP connection manager software or the HP wireless assistant software and since neither of those programs work on W10 you have two options:
1. Go back to W7 if you just upgraded in the last 10 days, turn the Bluetooth on with the Connection Manager or Wireless assistant software and then upgrade back to W10.

2. If it has been past 10 days since you upgraded, or you would rather use this option instead of going back to W7, you can do this to get the Bluetooth to work again:
Make an Ubuntu USB installer:
Get Ubuntu | Download | Ubuntu
Here's how to make the file bootable:
Create a bootable USB stick with Rufus on Windows | Ubuntu
Boot from the Ubuntu USB installer and select the option to 'Try Ubuntu Without Installing' option.
Turn on the Bluetooth in Ubuntu.
Exit out of the program, shut down the PC, remove the Ubuntu installer, turn on the PC and when you are back to W10, the Bluetooth should be present again,
BTW, you need this driver for the 0004 device:
HP 3D DriveGuard software
