I am unable to pair Android phones to this notebook. I'm nearly certain that the issue is with the notebook because I have no problems pairing Android phones to other devices. I have tried this with my Spectre notebook and two separate Android phones, an old Samsung Galaxy S4 and a new Google Pixel XL. Both phones were successful in connecting to other devices and reacted the same way to the Spectre.
If I try to connect via the Spectre, the phone will get a message that says "Pair with Spectre? Type the pairing code then press Return or Enter. [empty checkbox] Allow Spectre to access your contacts and call history" with the options for cancel or pair. However, there is no code to type, and when I select "pair" it attempts to connect for perhaps 30 seconds followed by the error message of "Couldn't pair with Spectre because of an incorrect PIN or passkey." (Compare this to a typical successful connection where almost instantly a code pops up on the computer screen and the matching code pops up on the phone with a simple button to confirm.)
If I try to connect via the Android, it attempts to connect for perhaps 30 seconds followed by the error message of "Couldn't pair with Spectre because of an incorrect PIN or passkey."
Drivers are updated. I've researched this extensively and thus far I'm stumped.

My Galaxy S6 connects to my Spectre with success. I open Bluetooth on my phone, it scans and picks up the Spectre. I select it to pair and a box pops up and asks if the pin is correct. I then have a popup from system tray on Spectre telling me to confirm the pin is same on both devices.
Have you tried HP Orbit to connect to your phone? It should be installed on the Spectre and you can get the android app in the Play Store.

I'm just going to assume you mean to project your phone image to your computer (if not, then i'm sorry for wasting your time). What I'd try, is to first make sure they are both connected to the same internet connection. I'd follow that up with pressing the action center button in your bottom right corner (not too sure if that's the name for it in english). Click connect, and click project to this computer (I'm on a norwegian computer, so my name translations might be a bit off), in the bottom of the menu. I'd change the two following dropdowns to "available everywhere" and "every time a connection is attempted" (or whatever tf you have on yours). I'd follow up with unchecking the requirement for a pin, and uncheck that it can only project while connected to a charger. that should be it, after doing this, you should be able to connect it from your bluetooth connection screen thingy.
I apologize for wasting your time if this is not what you mean, but well who cares anyway, sorry not sorry

Thanks for the help everyone, but so far this isn't working. A couple of issues:
1. I have downloaded and run the latest version of HP Orbit on both my Spectre and Android phone. They are connected to the same wifi network but can not connect. WhenI enter the code from the Windows app into the Android app and hit "pair" I get a message that says "We couldn't pair because we didn't find any PCs in pairing mode." Could this be because of possible restrictions on the work wifi network I'm using? I can try again when I'm at home.
2. Unless I'm missing something, HP Orbit connects devices via wifi. That still doesn't solve the issue of why I can't connect my Android to my Spectre via Bluetooth. I guess in the end the result is the same no matter how it connects, if and when something finally works.
