Elitebook 8570p Wake on LAN not working

I'm trying to wake on LAN my laptop form an S4 Hibernate state. 

Here are my BIOS settings that seem pertinent. My BIOS are fully up to date F.74. Since wake on LAN in Battery mode is shut off I'm leaving it plugged into power with the ethernet cable connected.

I have the latest network card driver. Wake on magic packet is set to enabled. Allow the computer to turn off this device to save power is turned off.  

 

Windows is also fully up to date.

 

I've tried both the broadcast wake-up from inside the network on both ports 7 and 9 using IP 192.168.0.255

I've also tried port forwarding external port to ports 7 and 9 to wake it up from the internet. 

 

Any Idea what I could be doing wrong?
