Erratic/slow internet download/upload speeds on HP Envy Windows 10

Speedtest indicates Download speeds 0,41 to 3.1 and Upload 0.1 to 0.7 and Latency 40 to 1408 - typically on the low end.

First connection after disabling and then re-abling network adapter generally OK but declines over the next few minutes.

Same performance whether using onboard Intel factory installed network adapter, or disabling that and using a USB mounted Realtek wireless network adapter.

Laptop does not have connection for direct wired network connection.

When this laptop is connected to the wireless router, other devices slow to that low range.

When this laptop is NOT connected, other devices operate at 3.07-3.18 Download, 0.56-0.71 Upload, Latency 38-50. I know, this is slow Verizon DSL internet service.

Ran HP Network Diagnostics and HP Performance Tuneup Check...all to no avail.

Further update the following day. The problem seems to be associated with Outlook as the slow issue affecting the router is directly related to Outlook being open. When closed, no problem.

When Outlook was opened, the speed slowed down. Potentially related to syncing with IMAP server. 

Several times while doing Send/Receive the process got locked up during the syncing of deleted items. After cancelling the process and exiting Outlook, no problem. (Note that when looking at the IMAP folders there is an "Inbox deleted messages" folder but not a "Deleted Items" folder.)

Subsequently with Outlook open and Send/Receive operating, no longer having a snycing problem and no long the slow condition.
