Following a Wndows reinstall (Recovery: Reset this PC: Keep my files) the Ethernet connection that I normally get through an IPad Air2 does not work.
Both the IPad and the laptop see a connection established: IPad asks if permission to access pictures and files is to be granted; laptop sees the files folder of the IPad.
When trying to establish a connection a connection via the USB ports is not recognised: there is nothi g there.  When using the dongle for the mini USB an Ethernet 2 is displayed, however the diagnosis tool does not correct and claims there may be a damaged cable.  I have purchased a new cable and the situation is identical.

This issue has only occured after the Windows reset.  I have tried to update all drivers to no avail.  Help appreciated.

I have done a network reset, still unable to connect.

 

Here details:

 

Use IPad Air2 which is connected to internet.

Lightning USB cable from IPad to laptop. 
Personal hotspot enabled.

 

Before the Win update I could connect the wire to any USB port on the laptop.  

Now the laptop recognizes the connection and I can access the IPad files after having enabled permission on the IPad.  However the ethernet connection in the windows "Network Connection" screen shows a red cross.  I have tried disabling and re-enabling, also diagnosis gives the source of the problem "Ethernet cable not properly plugged in oboen

 

I hve purchased a new cable and the situation is the same.
