HP ProBook laptopo only recognises, or sees, WiFi networks on the 2.4 GHz band and does not see any 5 Ghz band WiFi networks.
The Network adapter is a Qualcomm Atheros QCA 9565 802.11 b/g/n adapter. Driver ver, 10.0.0.255.
Application "inSSIDer" only displays networks broadcasting on the 2.4 GHz band and nothing on the 5 GHz band.
Is this an adapter problem, or driver, or configuration issue?

This is a series of many models/products of laptops with many different combinations/configurations
There are 5 options for Wireless cards, yours probably is the Meditek 802.11 b/g/n 1x1 + Bluetooth® v4.0 Combo card. This is hardware limitation and only thing you can do: buy different card on the list.
Both Intel cards on the list support dual bands, both 2.4GHz and 5.0GHz.
Page 43 of the following manual shows you part number and how to replace card yourself
