HP Spectre Bluetooth not discovering any devices

Microsoft Windows 10 (64-bit)

Recently my bluetooth stopped working on my Spectre. I've tried everything from uninstalling, reinstalling, and updating drivers, the BIOS, and doing a factory reset. Nothing has worked. When I run the trouble shooter, all it does is turn my bluetooth on and off and ask if the problem is fixed afterwards. The device manager reports that everything is functioning properly. I also tried to upgrade to Windows 11, that still didn't help so I rolled it back before doing the factory reset.

 

None of my bluetooth enabled devices can discover the computer, nor does the computer discover them. Help would be appreciated.
