Given you have data on phone, yes, you can use your phone as hotpot network to allow you connect to mobile phone.

You have to talk with your phone provider. You have to turn HOTSPOT from your phone, after that it broadcast an SSID you can connect to that SSID like all other SSID's

Which option ? Double click wifi icon, can you see hotspot SSID on the list ? Also check your phone to see DOES it actual broadcast a network (SSID) ?
