I can neither turn on or off my bluetooth and I cannot use it for connecting it with other devices.

Its like this photo. I cannot use my blutooth for anything now.

Enter the Device Manager to see if the driver software is installed for your Bluetooth adapter. Verify the brand of the Bluetooth device that is there. It could be an Intel or Qualcomm Atheros adapter, depending on what is installed,

 

The driver software for Bluetooth is located at the link below in Network.

You appear to be looking in the wrong place in Windows 8 settings.

 

 Type in Bluetooth in the search bar and then click on BlueTooth and other devices.
