Operating System: Microsoft Windows 11

With a fresh Windows 11 installation, disabled Windows firewall and open ports in my router, my HP Laptop - 17-by3613dx can't make FTP connections, whether it's wired or on WIFI. Whereas with exactly the same configuration my desktop PC does make FTP connections.
This is my first laptop. Is there some setting it needs enabled in order for it to be able to make FTP connections?
Otherwise, all browsers on it can connect to any website.
 
 FTP servers I can't access:

Status: Connecting to 66.96.147.118:21...
Error: Connection timed out after 60 seconds of inactivity
Error: Could not connect to server

Status: Connecting to sftp.ipage.com:2222...

Error: Could not connect to server
 

Text/ Command Prompt:

C: Users Jeremy Desktop>telnet ftp.tigertech.net 21
