Operating System: Microsoft Windows 11

Using an HP Envy Laptop.  I lost bluetooth access to my Microsoft Comfort Mouse.  When I try to reinstall the mouse with the Bluetooth Add Device feature, the system tells me that it can't find bluetooth, and that I need to turn on bluetooth.  I don't know where, or how to turn on my bluetooth.
