Hi:

 

Did your notebook come with the optional and expensive mobile broadband WWAN card that 90% of Elitebooks don't have?

 

They all have SIM card slots.

 

The WWAN card is the device that connects to the cellular network.

 

The SIM card just authorizes you to use your carrier's network.

 

It would be equivalent to you asking why you can't connect to the internet when your notebook doesn't have a Wi-Fi card.
