I live in a Dorm and I’ve been trying to connect my laptop to the wifi for a while now, my HP pavilion 15 will let me connect but it wont open the sign in page needed to let me use the internet saying it can’t reach the page, it feels like I’ve tried everything.

Your HP Pavilion 15 is connecting to Wi-Fi but you're unable to access the sign-in page required to use the internet. There could be a few reasons for this issue. Here is a summary of some troubleshooting steps to help you resolve the problem:
Check Network Signal Strength: Ensure that your laptop has a strong Wi-Fi signal. If the signal is weak, you might be connected to the network but not getting a stable connection. Try moving closer to the router to see if that improves the situation.

In my case, I had to buy a USB Wi-Fi connector with dual antennas on my HP ZBook Firefly G8 laptop, because of the issue discussed in step #1 ("Network Signal Strength"), such as this purchase example via Amazon: Amazon.com: USB WiFi Adapter, ElecMoga 1300Mbps WiFi Dongle USB 3.0 Dual Band 5G/2.4G Wireless Netwo.... This was too bad, because it meant one less USB port on my laptop, but at least it resolved my issue.
