I am sorry to hear about your problem that your HP notebook can't look for bluetooth devices.
Could you please provide me with the bluetooth driver that you are using for your system (use steps below)?
Could you please execute device manager as follows using run.exe (you can find it in the start menu):
Then check the bluetooth driver version using this menu as shown in the pictures (as an example I have used my own HP system:
