PRINTER OFFLINE CAN'T CHANGE IT

MY PRINTER WON'T CHANGE FRO OFFLINE AND NO PRINTING  ,NOW TRYING TO INSTALL THE PRINTER CAN'T DO IT WON'T CHANGE SETTING 

UNPLUG STILL NO RESULTS AND PLUGGED BACK IN NO CHANGE
