Operating System: Microsoft Windows 10 (64-bit)

I currently do not have access to internet and have been attempting to connect my laptop to my iPhone 11’s mobile hotspot feature. The laptop has failed to do so via Bluetooth, WiFi, and USB. I have followed all troubleshooting steps for my iPhone and the issue persists. I have also restarted my laptop, but that does not fix the issue either. The laptop either says “Cannot connect to this device” or simply says that it is connecting indefinitely. Any assistance would be greatly appreciated.
