Slow HP Envy 15 Product Number G7Z03AV

My HP envy is slow, it has 12 GB of ram, with dual core i7 chipset. But it is as slow as a 4 GB low end laptop. startup is slow, operation is slow and wireless network speed is slow. On my wireless network using xfinity speed test I get speeds of 400 Mbps on my iphone and ipad but on my Envy laptop I get max speed of 26 Mbps. It has a qualcomm Atheros AR9485 with 802.11 n protocol network card,

Original OS was windows 8 but upgraded to windows 10. Any ideas for the above performance issues?

Thanks David. I upgraded to 1903. But the slowness is still there and network speed is still around 20 mbps.
