For the moment,

It might not matter.

If I understand what you are asking,

Your computer has a SIM card slot but it doesn't work.

We can answer that question --

You can read your Service and Maintenance Guide to better understand the details and to find out more about the WWAN module for your computer model.

No, SIM card slot is not decorative.

That said,

An installed SIM card is useless by itself.

The machine, your computer, must also have the optional and expensive WWAN module installed inside the case.

WWAN modules are optional -- you can purchase the computer with the WWAN or you can purchase and install one later.  The information - Description, part number and installation procedure - is located in your service manual.

 Product Home

  •  Enter the device type and model name of your HP product
  • Open Category Setup & User Guides
  • Find and open the service manual - Search for "WWAN"

Continue...

The WWAN module is used to make the actual connection to your mobile network.

The SIM card carries your mobile network account information that authorizes you to use your carrier's network.

Good news for now...

You do not have to open the case and look for the WWAN right this minute.

If the computer has a WWAN module, it will show up in the Device Manager.

If the Device Manager does not list the WWAN, the machine does not have the module.

Control Panel > icon view > Device Manager

Tab View

Select View by action types

Check Show hidden devices

AND

Select  Devices by type

Expand Network Adapters

Check the list for the WWAN module name as described in your service manual.

Example - Device Manual - WWAN
