I have an hp notebook laptop can I use a mouse with it

Yes, you can use an external mouse with your computer.

 

Newer versions of mice generally work with Windows 10 without problems.

 

Using Linux or a really old version of Windows?  Read the mouse "tech notes" (on the package or at the website) to see whether the information mentions which Operating Systems are supported.
