The following content is relevant for a supported printer and supported version of Windows
1) The required sign-in is necessary when using HP Smart.
The requirement to sign in using your HP Credentials was implemented in most regions at the end of 2020.
Yes, we do see the posts that indicate people believe otherwise.
Yes, after all -- you have a choice to use -- or not use - HP Smart.
If you cannot stand the idea of signing in to use the cloud and scan / share / edit options provided by HP Smart,
If you have not done so,
Install the Full Feature Software / full driver printer software
Use HP Scan (part of the full driver printer software)

After the software is installed, Restart the computer and log in.
NOTE: Ask if you need help to install the printer software
2) If the HP Smart application is complaining about connecting it might well be a different issue -- and different solution -- than if the printer is issuing an "Offline" error.
Assuming "it" is an error issued for the printer since you do not want to use HP Smart.
Restart Everything, including the router that controls your network
