My wireless card is bottlenecking my paid for 1 gig speed. The max that I can get to the HP Laptop is 250 gbps. Is there a fix for this?

Firstly, not all notebooks wifi adapters support 1G speed. The specs of your machine is

It has Realtek RTL8821CE 802.11b/g/n/ac (1x1) and Bluetooth® 4.2 Combo which supports up to 433M. There are few 1G wifi adapters around but you need more antennas to be able to install.
