The laptop in question is connected via ethernet to a device that doesn't provide a network. So we need the wifi to be active.

You can manually connect to the Wifi it connects then disconnects after 5 or so seconds.

Auto Lan switching is Off in the BIOS.

I have changed the priorities as well as checked the power management settings.

I have also uninstalled and reinstalled the network adapter

Any advice?

See if this resolves the problem:

 

If you have already gone into the BIOS and disabled the LAN/WLAN switching setting and that didn’t allow the Wi-Fi and ethernet adapters to be working at the same time…

 

Go to the Windows control panel>system & security>administrative tools> services.

 

Stop the "HP LAN/WLAN/WWAN Switching UWP Service" and change the startup to manual.

 

Now both the WIFI and ETHERNET should work at the same time.
