There may be restrictions on what devices can connect. Routers may have a list of approved MAC addresses and require VPN if your system is not on the blessed list.. You will have to contact the network manager. If the network was setup by an independent contractor then there should be some documentation that was left behind.
It may be faster to use a smartphone as a hotspot for your laptop until you can get blessed.
