Spectre x360 convertible 13-ap0xxx

Wireless uploads from my Spectre x360 convertible 13-ap0xxx are about .4 Mbps (less than 1).  Wireless downloads are fine, around 200 Mbps.  Other devices using the same wireless router upload at around 5 Mbps.  The Spectre uploads hardwire ethernet at around 5 Mbps.  I've updated BIOS and drivers using Intel's site and HP's site, including the recent security change for the WiFi but the problem stays the same.  The problem is constant, not intermittent.  Any ideas?  I'm wondering if the laptop's antennas could be the problem but the downloads work fine.

Normally upload is always slower than download. Please check your ISP to see which speed they allow you to upload

That's true but the same ISP over the same wireless router uploads at 5 Mbps on my other computers and phone.
