Hi:
If you are 100% sure that your 8440p notebook came with Bluetooth (some 8440p's don't come with Bluetooth), then the reason the Bluetooth is gone when you upgraded from W7>W10 is that the Bluetooth was turned off with either the HP Wireless Assistant or HP Connection Manager software during the upgrade to W10.
Since neither of those programs are supported or work in W10, you have two options:
If you just upgraded the notebook to W10 within the last 10 days, you can go back to W7 turn on the Bluetooth in the Wireless Assistant/Connection manager software and upgrade back to W10.
If it has been beyond 10 days, you can do this to restore the Bluetooth:
Make a bootable Ubuntu installer.
Get Ubuntu | Download | Ubuntu
How to make a bootable installer:
Create a bootable USB stick with Rufus on Windows | Ubuntu
Boot from the Ubuntu USB installer.
Select the option to 'Try Ubuntu Without Installing.'
Turn on the Bluetooth in Ubuntu.
Exit Ubuntu, shut down the PC, remove the USB installer, restart the PC and when you get back into Windows, the Bluetooth should be present and working again.
