Sure -- quite possible, in fact -- By itself, the SIM card cannot connect to the data network.
All the Elite bodies include the Sim card slot -- very few systems come with the required WWAN hardware module to connect your sim card to your provider's Data network.

The WWAN is an optional purchase in this series.

Use the Device Manager to find / display information about an installed WWAN module.
Example – Control Panel access to Device Manager
Control Panel > icon view > Device Manager
Tab View
Select View by action types
Check Show hidden devices
Select Drivers by type
Expand section Network Adapters
Find LT / LTE in list – Note that your module, if listed, might have a different name.
Right-Click on the module > Properties
Use Settings > Network & internet to display information about an installed SIM card.
