hp pavilion model 14-dv2514sa charger not flushing

I bought my laptop before 1 month , i only used it only 5 times , unfortunatelly i bought it in UK and now i m abroud from UK , i can not go to service center and fix or replace it . 

I need help about charging problem , when im trying to charge it flushing is not coming , i checked battery , i replaced it but battery is fine , i checked also port of charger , it is ok also . i tryed removed battery and press power button 30 sec , i tryed everything , finally when im trying to charge my laptop , before i will charge this laptopt im trying to charge my similar second laptop with this charger and its working fine , but when im trying to charge this junk laptop , charger are stopping charging . 

please tell me something i payed for it a lot , and i thinck im in troubles right now .
