Did you buy WWAN option ? Without WWAN, the SIM card is useless. You can check Device Manager, Network adapters to confirm . Does it has one of the following entries ?
- Intel 1219LM 10/100/1000 Ethernet with iAMT
- Intel WGI219V 10/100/1000 Ethernet non vPro
