Did you buy your machine with WWAN option ? SIM card does NOT have driver, you need driver for WWAN option. Without WWAN the SIM card is useless. Please check Device Manager to see does it have one of the following entries
- HP lt4132 LTE/HSPA+ 4G Mobile Broadband
- Intel XMM 7360 LTE-Advanced
