is laptop r249tu model bios whitelisted, I want to upgrade my WIFI card RTL8723BE , Please suggest a compactable model for upgrade if possible.

Hi:
Your notebook should not have a BIOS whitelist.
However, I believe that your notebook only has one wifi antenna wire connected to the Realtek card in there now.
A dual band wifi card would require two antennas to work properly.
If it has two wifi antenna wires, you can upgrade to this model card...
Intel Dual Band Wireless-AC 7260 802.11 ac 2x2 WiFi + BT 4.0 HP Part # 710661-001
You should be able to find this card on eBay.
If your notebook only has one antenna wire, the card may still work, but it will not function properly.
For example, the Bluetooth may not work, or the wifi signal strength will not be the best.
You would connect the single antenna wire to the card's 'Main' antenna terminal.
Below is the link to the service manual where you can find the wifi card removal and replacement procedure...
