Product: HP Spectre x360 16 inch 2-in-1 Laptop PC 16-aa0000 (7M3L5AV)

I have connected a monitor via usb-c which have ethernet adapter and network recognizes only to one port. The other port pop ups a message usb does not recognized  

Also the speed limits to 400Mbps not to 1Gbps
