Deleted process files and now can't get past the welcome screen

I recently ran Sysinternals Process Utilities --Autorun and Process Explorer.  In running those utilities I must have deleted some files I shouldn't have.

 

Now I cannot log back on to Windows. When I boot up I get to the welcome screen with my user name on it but cannot get past that.

 

I tried booting up in Safe Mode and by using my most recent good configuration mode and they both take me back to the Welcome Screen.

 

I want to do a system restore but cannot get to it.

 

Any ideas on what I should do?

Try Safe mode with a Command prompt:
