Fan speed control malfunction

Elitebook 8560w
Microsoft Windows 7 (32-bit)

 Hi,

 

While using my laptop normally it usually crashes due to overheating. I've noticed this is occuring due to my fanspeed not going up when the temperature of my laptop is going up. Therefor after a while it just overheats and crashes.

However after crashed if I try to reboot it still notices the laptop is too warm and therefor it turn on the fans to full speed and refuses to boot. So for some reason during windows it can't control the fan speed but during booting it can.

I've tried downloading programs like Fanspeed but they all can't seem to find or control my fan.

How do I fix this?
