HP Elite x2 1012 G1 with USB-C Dock - Taskbar not responding when connecting to Dock

Hey,

I have been working on a solution to an issue we are currently having with 15 of the HP Elite x2 1012 G1 tablets we are using. 
When connecting to the USB-C dock the taskbar is non responsive and requires ending explorer.exe task and then running explorer.exe to be usable again. 

I have reinstalled all the drivers and firmware updates from the HP website, tried the hard reset after install and have had no luck in fixing this issue.
