HP USB-C Docks for Spectre X360 15" version

Product: USB-C dock to Spectre X360
Operating System: Microsoft Windows 10 (64-bit)

I purchased the 15" version of the Spectre X360 and as there was no matching USBC dock I went to pre sales support for their help.  I wasnt surprised that they steered me to their most expensive dock (Y0K80AA#ABA $199) but I purchased it. 

 

Turns out that the 65W power that it comes with is inadequate and it would just flash a warning that the power  was inadequate and would pull down and blank the screen of the monitor till USBC was disconnected.  Wouldnt connect to the dock passively either!

 

Returned the dock to HP and was advised to use the EliteBook Dock with a 90W power supply

 (Z9R42UT#ABA $149)  Now the power works (I think) because the monitor brightens up when connected but I cannot get the dock to give me any out signals.  I tried unsuccessfully to upgrade the one firmware upgrade offered.

 
Can anybody give me any insight as to what may be happening?
