I read about your HP Notebook and issues with chirping noise. I would try to reload the factory installed BIOS Setup settings. This will reset the fan settings and nothing else on your Notebook.

There are some Windows updates that are needed, and it might help.
I see this system had Windows 10 installed could this be the issue, as there are no drivers for Windows 8.1.
