Intel Management Engine Interface device cannot start Code 10 STATUS_DEVICE_POWER_FAILURE

HP Envy 17 k211dx
Microsoft Windows 10 (64-bit)

Intel Management Engine Interface version 11.0.0.1155

showing yellow ! and error message device cannot start. (Code 10)  STATUS_DEVICE_POWER_FAILURE

Theres no update since then and i've tried reinstalling it from the hp site as well as restoring still has error.

Going crazy trying to fix this. Any ideas?
