I am sorry for the issues you experience with your HP computer.
Please, review this HP official article about such issues you experience now. Follow the appropriate steps that fit your case to attempt to fix the issue:

The light emitting and the sounds are signs of serious issue - could be motherboard/BIOS or other component. Refer to the article to find out what is wrong based on the sound/light pattern.
If you did try everything but nothing helped, I am afraid you will need to bring your computer (or ship it) to service - HP Authorized service center. If the computer is still under warranty, you will need to notify HP support first. If you are not sure where such a center is located, please contact HP support for assistance in finding one. Hi,
Can you get into the BIOS? It sounds like there is a hardware issue and the computer keeps rebooting because it doesn't want to damage the system. I'd probably try to remove memory module/s one at a time to see if it's faulty. Then remove the hard drive. If you can get into the BIOS then the issue is most likely the hard drive.

BIOS is under F10. If you can access it (asking for password) it means the memory is fine and the issue is probably with the hard drive.
