I have this problem too - gave up. Whenever you have a problem with an HP device, be assured that there is NO SOLUTION. At various times I had an HP printer (OK) a phone (a Palm pre 3) a touchpad and a tablet. All were crap. Avoid HP devices, other maybe than printers.

I have exactly same problem.
My computer is brand new, still under warranty. Yet, even though the battery appears to charge and works fine, the computer keeps on reporting "plugged in, not charging". Component test shows that the battery is OK. HP has sent me two replacement batteries already but the problem is still there.
I have mailed the computer back to HP tech support for warranty repairs and they have returned it to me after two weeks with problem still there, unresolved.

Yes if your laptop is less than a year old and you have the proof of purchase (if bought on Amazon just print out your order details) it should be under warranty. Get a refund on you HP laptop (don't accept a replacement!) and get another make.

Go through them all and let me know what you have determined is causing the issue. The first document probably has the most relevant troubleshooting if your battery appears to be not charging.
