Pavillion 15 not charging, but charging LED blinks randomly

Microsoft Windows 10 (64-bit)

For some reason my laptop once stopped charging, I tried a few different outlets at a library and non of them made the laptop start charging again (charging = organge light glowing). I got home, and my outlets there didn't work either. THen after a while I tried an outlet again, and it worked. Then this problem occured one more time (then I fixed it somehow). And the last time it occured  I haven't been able to fix it. Trust me I've tried almost everything, I tried turnign it off taking the battery out and holding the powere button then trying to charge it, I tried waiting for hours, but  have not tried a new charger. 

 

So here is the problem I see: I plug in the charger, and the charging LED does not glow, instead it randomly (it seems random) blinks. 

 

I once left my laptop to do that for hours, and it still didn't even charge. Also I can't turn on my laptop without the battery (not sure if thats even possible, as I have not heard it is possible). 

 

I'm going to send it back to Costco soon, but before I do, please help me figure out how to fix it, thanks 😄

I also cannot turn it on because the battery is probably at o%

Please post the full product number and operating system in use on your computer. See the following, if you need help with that information.
How Do I Find My Model Number or Product Number?
Is the Windows Version on My Computer 32-bit or 64-bit?
