Please HELP! My laptop stuck in blue recovery screen

Hp stream laptop 14 ax010ca
Microsoft Windows 10 (32-bit)

please I need help! My laptop stuck in blue screen saying recovery needs repair that can't be accessed error code      0x000000f          , I tried to reset to factory settings, tried recovery, tried in everyway to fix it, now it just won't get past these screen can't access nothing, Please give me advice,.   Says your device needs to be repaired

No I can get to start up menu by pressing escape but every boot goes to that screen , won't do nothing from there

You can try repair install: https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html

It'll not delete any data from storage drive

If you desire, you can format and clean install Windows 10 Home using Microsoft windows media creation tool by creating bootable installation USB: https://www.tenforums.com/tutorials/1950-clean-install-windows-10-a.html
