Solution:

 

(I am using the most recent BIOS F.27)

 

Yay! It looks like I figured it out. So if you have not set up any BIOS admin accounts on your laptop do this:

 

On boot, hit F10 to enter BIOS setup

It will ask you if you would like to log on as guest - say yes

Set a password for the BIOS Admin - If you are using HP ProtectTools, the accounts in BIOS are standard users and not BIOS admins, so a LOT of the options are greyed out

Go to the option that was unavailable before under Device Configuration - Virtualization and check the box

Save changes

Exit

There is no need to uninstall HP ProtectTools  🙂
